Student's Pass: how it works
Who needs a Student's Pass, how the application differs by type of school, when to apply, what it costs, how to finish formalities after in-principle approval, and what the official pages do not say.
Verified 2026-10-31 Changes often
The Student’s Pass is issued by the Immigration and Checkpoints Authority (ICA). The page and the requirements differ by type of school. This follows what ICA’s pages state, read on 31 October 2026; those pages were last updated between 27 and 29 October 2026.
Who needs one
- A foreigner studying full time in an approved course in Singapore must apply for or renew a Student’s Pass. It cannot be obtained for part-time, evening or weekend courses.
- Holders of a valid Dependant’s Pass, Long-Term Visit Pass or Immigration Exemption Order can study full time (non-religious) without one. If that pass or order expires or is cancelled, a Student’s Pass is needed.
- A Short-Term Visit Pass holder may be exempt for a short course if several conditions are met, including finishing within 30 days or the pass validity, whichever is shorter. Courses with several modules need a Student’s Pass. Read ICA’s page for the full conditions.
- Foreign-born applicants aged 12 years 0 days or below must submit vaccination information to the Communicable Diseases Agency (CDA).
The route depends on the school
| School type | Who applies | When | Processing | Fee |
|---|---|---|---|---|
| Government, Government-Aided, Independent | The student applies online; a local sponsor is also needed | 2 to 3 months before the course | Typically 1 week, 2 weeks if a visa is required | S$45 processing fee, non-refundable |
| Foreign System Schools and Privately-Funded Schools (the school must be EduTrust-certified) | Applicants who need a Student’s Pass | New: 2 to 3 months before the course. Transfer: at least 4 weeks before the new course. Renewal: 4 weeks before the current pass expires | Within 1 week (within 2 weeks if a visa is required) | S$45, non-refundable |
| Institutes of Higher Learning | Online application | 2 to 3 months before the course | Within 1 week (within 2 weeks if a visa is required) | S$45, non-refundable |
| Kindergartens and childcare centres (only pre-schools licensed by ECDA can offer places to foreign children) | Online application | New: 2 to 3 months before the course | The page gives 1 week and 2 weeks in different places | S$45, non-refundable |
ICA’s summary and detail sections sometimes differ, so follow the detail section and allow extra time. Approved Private Education Institutions and Institutes of Technical Education have their own pages, which this article has not checked; reach them from ICA’s overview page.
Two points for government schools
- The online application uses the unique reference number on the Registration Acknowledgement Letter from the school.
- A local sponsor is required: a Singapore Citizen or Permanent Resident aged 21 or above. Companies and organisations cannot act as sponsors. If the student has a citizen or PR parent or step-parent, that parent must be the sponsor.
Documents usually needed
- The Registration Acknowledgement Letter from the school.
- The travel document bio-data page, and the birth certificate if applicable.
- Personal details: previous countries of residence, education, employment history and financial support, as the page asks.
- Details of parents, spouse or siblings, where applicable.
- Singapore residential address, contact details and email address.
- A recent passport-sized digital colour photo taken within the last 3 months.
- Originals, and official English translations for documents in other languages.
Fees
| Item | Amount | When |
|---|---|---|
| Processing fee | S$45, non-refundable | As part of the online application |
| Student’s Pass issuance fee | S$60 | After ICA marks your submission “Completed” |
| Multiple Journey Visa (if applicable) | S$30 | Same |
Payment is by Visa or MasterCard, American Express, Internet Direct Debit (DBS/POSB, OCBC, UOB, Standard Chartered) or PayNow. ICA warns that if you do not pay by the deadline your application may be withdrawn.
After approval
- Log in to the ICA e-Service and finish all required tasks before the in-principle approval (IPA) expires. If it expires, you must apply again.
- Acknowledge the Student’s Pass terms and conditions, complete a medical examination if required, and check your details and photo.
- The IPA is not an immigration pass. Show it at the checkpoint; an officer decides whether to grant a Visit Pass. Arrive no more than 1 month before the course starts.
- After you pay the issuance fee, download the ICA letter that says whether you must visit ICA in person. If not, download the digital Student’s Pass directly, with no appointment. If your school arranged group enrolment, attend at the time and place it gives you. Otherwise book an e-Appointment at the ICA Services Centre for biometric enrolment.
- The digital pass is retrieved through FileSG, and can also be viewed in the Singpass app from 3 working days after issuance.
- If you change schools after approval but before collecting the pass, you must submit a new application.
What the pages do not say
- The validity period of the pass is not stated on the formalities page; check the date on the issued pass.
- When a medical examination is required is not stated.
- A parent who stays applies separately for a Long-Term Visit Pass, see Accompanying parent. Other categories such as the Dependant’s Pass were not checked here, so do not assume they follow the child’s approval.
Common mistakes
- Treating the IPA letter as permission to stay: it is not an immigration pass.
- Applying too late: most types need 2 to 3 months before the course, and ICA advises applying before you arrive because your stay cannot be extended while processing.
- Choosing the wrong sponsor: government schools need a citizen or PR, not a company.
- Changing school after approval without a new application.
- Using an old page: times, fees and systems get updated, so use ICA’s current page.
Next steps
- For the whole process in one place read Start here; for what to bring when you arrive read Entering Singapore.
- If your child enters a government school through the AEIS, read AEIS; MOE says which children do not need a Student’s Pass.
- For the overall cost picture, read Cost components.
- Run your own case through the planner.
FAQ
Do we apply for the Student's Pass ourselves?
It depends on the type of school. For Government, Government-Aided and Independent schools, ICA’s page says the student submits the application online and a local sponsor completes separate forms. Other types of school have their own ICA pages, so read the one for your school before applying.
Who can be the sponsor?
For Government, Government-Aided and Independent schools the sponsor must be a Singapore Citizen or Permanent Resident aged 21 or above. Companies and organisations cannot act as sponsors, and if the student has a citizen or PR parent or step-parent, that parent must be the sponsor.
Does a child with a Dependant’s Pass or Long-Term Visit Pass need one?
Holders of a valid Dependant’s Pass, Long-Term Visit Pass or Immigration Exemption Order do not need a Student’s Pass for full-time, non-religious studies. If the pass or order expires or is cancelled during the studies, a Student’s Pass is needed.
Does the in-principle approval letter let us stay in Singapore?
No. ICA says the IPA is not an immigration pass and does not grant a legal stay. You show it at the checkpoint on arrival and an officer decides whether to grant a Visit Pass. Arrive no more than 1 month before the course starts.
How long does processing take?
ICA’s pages say typically within 1 week, or within 2 weeks if a visa is required, excluding the day of submission, and some cases take longer. The kindergarten page gives two different figures for new applications in its summary and its detail table, so allow extra time.
