Universities and higher education in Singapore
What each of the six autonomous universities is, how to apply to NTU and NUS, English score requirements, the Tuition Grant and its three-year bond, and how to check arts and private institutions.
Verified 2026-10-31 Changes often
Singapore has six autonomous universities, the government-supported University of the Arts Singapore, and many private institutions. This follows MOE and the institutions’ own pages, as of 31 October 2026. Dates and requirements change every year, so always read the page for the year you apply.
The six autonomous universities
MOE’s description of each:
| University | Type and focus |
|---|---|
| National University of Singapore (NUS) | A comprehensive university with an Asian perspective, with colleges including Humanities and Sciences, Design and Engineering, and NUS College |
| Nanyang Technological University (NTU) | Comprehensive: engineering, computing, business, science, humanities, arts, social sciences, education and medicine |
| Singapore Management University (SMU) | Specialised: seven schools and ten undergraduate programmes in accountancy, business, economics, information systems, computer science, law, software engineering, social sciences and integrative studies |
| Singapore University of Technology and Design (SUTD) | Specialised: an interdisciplinary, design-focused curriculum with architecture, engineering and design and AI degrees |
| Singapore Institute of Technology (SIT) | The first university of applied learning, integrating work and study |
| Singapore University of Social Sciences (SUSS) | Applied education in the social sciences for school leavers and adult learners, across six schools |
The autonomous universities also run work-study degree programmes. The University of the Arts Singapore (UAS) is a government-supported private university formed by LASALLE College of the Arts and the Nanyang Academy of Fine Arts, with its first degree intake in AY2024.
How international students apply (NTU and NUS as examples)
Nanyang Technological University (NTU)
- Applications with international qualifications open on 15 October 2026. Most qualifications (including the PRC Gao Kao, IB Diploma, American High School Diploma/AP, HKDSE, UK A-Level and India Standard 12) close on 19 March 2027. Australian and Canadian qualifications, Malaysia UEC, South Korean CSAT, Taiwan GSAT, Vietnamese and other qualifications close on 20 January 2027.
- English minimums (results obtained within two years before the application deadline):
| Test | Minimum |
|---|---|
| IELTS Academic | Overall 6.5, Writing 6.5, Speaking 6.5 |
| TOEFL iBT | Total 90, Writing 25, Speaking 25 |
| PTE Academic | Overall 55, Speaking 55, Writing 59 |
| SAT | Total 1250, Reading and Writing 600 (valid 5 years) |
- An approved English test is mandatory for the PRC Gao Kao, Taiwan GSAT, South Korean CSAT, HKDSE, Vietnam and Thailand qualifications, among others.
- Each programme has its own minimum subject requirements in a separate NTU document. UK A-Level applicants need at least 4 subjects at A2 level taken in a single sitting, and IB applicants must grant NTU direct access to IBO transcripts.
- Final-year students whose results are released after mid-July are not eligible for Art, Design and Media.
National University of Singapore (NUS)
- NUS’s application guide for AY2026/2027 (updated December 2025) says the application fee is non-refundable: S$10 for Singapore Citizens and Permanent Residents and S$20 for international applicants, paid by credit card or PayNow.
- You must respond to your admission outcome by the stated deadline or the offer lapses, and documents must be uploaded before the application window closes.
- We could not read NUS’s current Important Dates and admission requirements pages for AY2027/2028, so confirm dates and English requirements on the NUS Office of Admissions site.
The Tuition Grant
- MOE says the grant helps with the cost of selected full-time diploma and undergraduate courses at polytechnics, ITE, arts institutions and autonomous universities. Singapore Citizens, Permanent Residents and international students can receive it.
- Permanent Residents and international students must serve a 3-year bond after graduation. Bond deferment is available with a banker’s guarantee, and liquidated damages apply if the course status changes or the bond is bought out.
- NUS’s schedule says students not in receipt of the grant pay non-subsidised tuition. The figures are in Cost components.
- What counts as fulfilling the bond and the work pass rules are on MOE’s sub-pages, which we did not read. Check them and the grant portal before accepting.
Polytechnics, arts institutions and private institutions
- For polytechnics and ITE, see Singapore’s education system at a glance.
- LASALLE and NAFA offer publicly funded arts degrees and diplomas.
- Private institutions: SWDA requires private schools to be registered, and courses such as diplomas, degrees, full-time certificates and preparatory courses too. SWDA says it does not endorse or accredit courses, and that EduTrust, a quality assurance scheme, does not assess course content. The registers of schools, permitted courses and EduTrust-certified schools are on the Training Provider Gateway (tpgateway.gov.sg).
- For courses run with an overseas university, check who awards the degree, that the school and course are registered, and whether the qualification will be recognised where you plan to use it. Ask for this in writing. This is a checklist, not an official ruling.
Student’s Pass
International students at a university need a Student’s Pass. For Institutes of Higher Learning, apply online 2 to 3 months before the course; the processing fee is S$45 and non-refundable. See Student’s Pass.
Common mistakes
- Treating the minimum English score as a cut-off for admission: meeting it only makes you eligible to apply.
- Using last year’s dates: windows are published by year.
- Treating the grant as free money: it carries a 3-year bond and damages if you default.
- Trusting a private school’s marketing: check the register yourself.
Next steps
- Run an undergraduate case through the planner.
- Compare with the yearly costs in Cost components.
FAQ
Can international students get the Tuition Grant at a public university?
Yes. MOE’s Tuition Grant Scheme covers selected full-time diploma and undergraduate courses at polytechnics, ITE, arts institutions and the autonomous universities, and international students and permanent residents can receive it. Recipients must serve a 3-year bond after graduation. Deferment is available with a banker’s guarantee, and liquidated damages apply if the course status changes or the bond is bought out. Check MOE’s pages and the university for the conditions.
How much more is tuition without the grant?
At NUS for the AY2026/2027 intake, Computing costs an ASEAN international student S$18,050 a year with the grant and S$39,700 without it. The full table is in the cost article.
Can I apply to NTU with Gaokao results?
Yes. NTU lists the PRC Gao Kao as its own category, with applications opening on 15 October 2026 and closing on 19 March 2027. Gao Kao applicants must submit an approved English test, and each programme has its own subject prerequisites.
What English scores are needed?
At NTU the minimums are IELTS Academic 6.5 overall with 6.5 in Writing and Speaking, or TOEFL iBT 90 total with 25 in Writing and Speaking, obtained within two years before the application deadline. Requirements differ by university and programme, so check each admissions page.
How do I check that a private institution is legitimate?
The Private Education Act requires private schools to be registered with SWDA, and their courses too. SWDA’s guide says the registers are on the Training Provider Gateway (tpgateway.gov.sg) and advises checking the registration period, expiry date and track record. EduTrust is a quality assurance scheme and does not assess course content.
